how the fuck does this have 7.7 average, positive reviews and 170+ chapters?

Read up to 167CH if you think it's gonna get better - it won't.
MC is just fucking pathetic and it never gets better.
How do you achieve 0 character development over this many chapters?
Chapter 1 MC is the same as chapter 100 MC. Chapter 170 MC is probably worse than chapter 100mc.
The first milf also didn't have any progression. After fucking him countless of times she's still acts shy and say "we shouldn't do this" every fucking time.

The loop:

Mc sees panties and forces himself on a girl cause they can't refuse
Sex, where girl says shit like "how could you do this to me?", "what's happening to me"?
Girl has heavy post nut clarity. Says some shit like "I don't know what happened" and "I shouldn't do that". Then tells MC to basically fuck off and treat him like shit afterwards.

MC has to repeat the loop it like 4-5 times until power of the note is still present even without using it.
Even after doing it countless of times, girls keep rejecting him with "we shouldn't do that", "don't get in my way".
Bro literally allowed his crush who bully and hate him to live with him for free, gave her top tier job and she still fucking hate and reject him every step of the way. Can't even tame her.

Almost every time he tries to force himself on a girl without using panty note, it fails so he uses panty note either way.

Also, he don't really turn girls into his "slaves". He doesn't really "tame" them. They still give him attitude and treat him like shit.
It's more like he can have sex with them at any time and they can't stop it. That's all there is to it. There's nothing beyond that.

This is better than Death Note. You heard me right. If I had to choose whether to preserve Panty Note or Death Note for future generations to read, I'd choose to preserve Panty Note.
And no, this is not some troll review. I'm genuinely serious when I say Panty Note > Death Note.

Edit: So the manhwa has ended. Pretty hot throughout but that ending was abrupt.

Honestly this isn't bad but the morale of the protagonist get lower and lower over time. As if he is succumbing to the notebook.
So far no real NTR, one of the female lead married to another guy but it was already decided they will get married before protagonist had s*x with her. So this is more Netori than Netorare.
