His power is based on the idea that given enough time a room full of monkies randomly hitting keys on a typewritter would eventually write all of shakespeares plays. His power is basically the ability to relive an event until the perfect situation happens. While technically you could say "hes going back in time" its not control over time, which implies the ability to stop, move forward or back in time.
