Not really. If they're pretty short (Say, Mangaupdates or Gaia) I'll skim them a bit, but they mostly follow the same format (we reserve the right to ban you if you break the rules, etc), and are just a large bit of legal jargon. If money is involved I'll also skim, just to make sure there is no "we reserve the right to take all your money/we have the right to give out your credit card info, etc", but otherwise I don't really care that much.

There's no point. Every TaC and EULA says basically the same thing: you annoy us, we cut you off. The agreement just gives them an easy out when you ask why.

And if it ever does go to court, it's not very binding.
