Gunka no Baltzar
Master Keaton (not so much fighting, though there is that too, as a jack-of-all-trades)

There's probably some aspect of this in Tactics Ogre, though I can't if it is the main character himself... There are definitely a lot of political and military maneuvering in this one though.

And, Shoukoku no Altair has a pivotal character as one of the primary military strategists. The main character also does some strategizing, but not to an enormous extent.

Spiral also has that aspect of using ingenuity to best someone else, though it's a mystery and the ingenuity used are primarily on (life-or-death) puzzles. Not sure if that would fit into what you're looking for...

My bad.

In a non war contest, I can only think of commerce strategy as in Ookami to Koushinryou. There is no ecchi tag, but Holo is sometimes shown naked, I don't know if that can disturb you. Still it's a very good story.

I'm afraid I'm a little out of topic since the manga that I'm going to suggest have characters that don't literally have strategist as a job.

Eyeshield 21 Hiruma is an excellent strategist

One Outs as well as Tokuchi

Death Note I dare say all the main protagonists know how to plan a plan

Liar Game well they need strategy alright to win the game
