While they were out on dates they bumped into each other and a discussion of who was cuter was brought up by the two semes. I agree with zephyr4, it definitely sounds like Fudanshi-kun no honey days. The two ukes are brothers in that and the semes are friends; the dress up came about because the semes were arguing which uke was cuter.
